Perm outperforms Moscow on the ease of doing business.
The World Bank presented a new sub-national report Doing Business in Russia 2009 requested by the Ministry of Regional Development of the Russian Federation.
The World Bank experts compared business regulations in ten Russian cities, as measured by the four selected indicators: starting a business, dealing with construction permits, registering property, and trading across borders. To identify a winner cumulative score was taken into account.
Among most populous Russian cities, Perm was ranked 3rd leaving behind Moscow and St. Petersburg while Kazan and Rostov-on-Don topped the list.
